- Archbishop Ramiro Moliner Ingles, apostolic nuncio to Ethiopia and Djibouti and apostolic delegate to Somalia, as apostolic nuncio to Albania.
- Archbishop Antonio Mennini, apostolic nuncio to the Russian Federation, also as apostolic nuncio to Uzbekistan.
- As consultors of the Pontifical Council for Legislative Texts: Metropolitan Archbishop Andrews Thazhath of Trichur of the Syro-Malabars, India; Fr. Pablo Gefaell, professor at the Pontifical University of the Holy Cross in Rome; Fr. Luis Okulik, professor at the St. Pius X Institute of Venice, Italy; Fr.
